第一条　（目的）
Article 1 (Purpose)
　この法律は、情報通信技術の活用により世界的規模で生じている急激かつ大幅な社会経済構造の変化に適確に対応することの緊要性にかんがみ、高度情報通信ネットワーク社会の形成に関し、基本理念及び施策の策定に係る基本方針を定め、国及び地方公共団体の責務を明らかにし、並びに高度情報通信ネットワーク社会推進戦略本部を設置するとともに、高度情報通信ネットワーク社会の形成に関する重点計画の作成について定めることにより、高度情報通信ネットワーク社会の形成に関する施策を迅速かつ重点的に推進することを目的とする。
  The purpose of this Act is to provide for basic principles and a basic policy on the development of strategies with respect to the formation of an advanced information and telecommunications network society, to determine the responsibilities of the Government of Japan and local public entities, to establish the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society and to provide for the development of a Priority Policy Program on the formation of an advanced information and telecommunications network society in consideration of the urgent need to appropriately keep pace with the rapid and drastic changes on a global scale in the socio-economic structures arising from the use of information and telecommunications technologies, to swiftly and thoroughly introduce the measures for the formation of an advanced information and telecommunications network society.
第二条　（定義）
Article 2 (Definitions)
　この法律において「高度情報通信ネットワーク社会」とは、インターネットその他の高度情報通信ネットワークを通じて自由かつ安全に多様な情報又は知識を世界的規模で入手し、共有し、又は発信することにより、あらゆる分野における創造的かつ活力ある発展が可能となる社会をいう。
  The term "advanced information and telecommunications network society" as used in this Act means a society in which creative and vigorous development can be achieved in all fields by obtaining, sharing or transmitting globally a wide variety of information or knowledge in a free and safe manner via the Internet and other advanced information and telecommunications networks.
第三条　（すべての国民が情報通信技術の恵沢を享受できる社会の実現）
Article 3 (Realization of a Society that Allows Every Citizen to Reap the Benefits of Information and Telecommunications Technologies)
　高度情報通信ネットワーク社会の形成は、すべての国民が、インターネットその他の高度情報通信ネットワークを容易にかつ主体的に利用する機会を有し、その利用の機会を通じて個々の能力を創造的かつ最大限に発揮することが可能となり、もって情報通信技術の恵沢をあまねく享受できる社会が実現されることを旨として、行われなければならない。
  The formation of an advanced information and telecommunications network society shall be done for the purpose of achieving a society where every citizen has an opportunity to easily and independently use the Internet and other advanced information and telecommunications networks and where they can fully and creatively use their abilities through such opportunities thereby reaping the extensive benefits of information and telecommunications technologies.
第四条　（経済構造改革の推進及び産業国際競争力の強化）
Article 4 (Promotion of Economic Structural Reforms and Reinforcement of International Industrial Competitiveness)
　高度情報通信ネットワーク社会の形成は、電子商取引その他の高度情報通信ネットワークを利用した経済活動（以下「電子商取引等」という。）の促進、中小企業者その他の事業者の経営の能率及び生産性の向上、新たな事業の創出並びに就業の機会の増大をもたらし、もって経済構造改革の推進及び産業の国際競争力の強化に寄与するものでなければならない。
  The formation of an advanced information and telecommunications network society shall encourage electronic commerce and other economic activities that depend on advanced information and telecommunications networks (hereinafter referred to as "electronic commerce, etc."), improvement in the management efficiency and productivity of small and medium enterprise operators and other business operators, creation of new businesses and increased employment opportunities, thereby facilitating economic structural reforms and reinforcing international industrial competitiveness.
第五条（ゆとりと豊かさを実感できる国民生活の実現）
Article 5 (Realizing Comfortable and Affluent Lifestyles for Citizens)
　高度情報通信ネットワーク社会の形成は、インターネットその他の高度情報通信ネットワークを通じた、国民生活の全般にわたる質の高い情報の流通及び低廉な料金による多様なサービスの提供により、生活の利便性の向上、生活様式の多様化の促進及び消費者の主体的かつ合理的選択の機会の拡大が図られ、もってゆとりと豊かさを実感できる国民生活の実現に寄与するものでなければならない。
  The formation of an advanced information and telecommunications network society shall improve the convenience of everyday life, promote a diversification of lifestyles and the expansion of opportunities for consumers to make independent and rational choices by ensuring the circulation of a wide range of a high-quality information on all aspects of citizens' lives and by providing diverse services at low prices through the Internet and other advanced information and telecommunications networks, thereby contributing to the realization of comfortable and affluent lifestyles for citizens.
第六条　（活力ある地域社会の実現及び住民福祉の向上）
Article 6 (Realization of Vital Local Communities and Improvement in the Welfare of Residents)
　高度情報通信ネットワーク社会の形成は、情報通信技術の活用による、地域経済の活性化、地域における魅力ある就業の機会の創出並びに地域内及び地域間の多様な交流の機会の増大による住民生活の充実及び利便性の向上を通じて、個性豊かで活力に満ちた地域社会の実現及び地域住民の福祉の向上に寄与するものでなければならない。
  The formation of an advanced information and telecommunications network society shall contribute to creating unique and vital local communities and improving the welfare of the local residents by stimulating local economies, creating attractive local employment opportunities, increasing the variety of opportunities for exchange within and between communities with the use of information and telecommunications technologies to enrich lifestyles and increase convenience.
第七条　（国及び地方公共団体と民間との役割分担）
Article 7 (Division of Roles among the Government of Japan, Local Public Entities and the Private Sector)
　高度情報通信ネットワーク社会の形成に当たっては、民間が主導的役割を担うことを原則とし、国及び地方公共団体は、公正な競争の促進、規制の見直し等高度情報通信ネットワーク社会の形成を阻害する要因の解消その他の民間の活力が十分に発揮されるための環境整備等を中心とした施策を行うものとする。
  The private sector shall in principle play the leading role in the formation of an advanced information and telecommunications network society. The Government of Japan and local public entities shall take action to eliminate factors impeding the formation of the advanced information and telecommunications network society, for example by encouraging fair competition, amending regulations or taking other actions centered on creating an environment more conducive to enabling the private sector to exert its full vitality.
第八条（利用の機会等の格差の是正）
Article 8 (Reduction of Disparity in Opportunities of Use, etc.)
　高度情報通信ネットワーク社会の形成に当たっては、地理的な制約、年齢、身体的な条件その他の要因に基づく情報通信技術の利用の機会又は活用のための能力における格差が、高度情報通信ネットワーク社会の円滑かつ一体的な形成を著しく阻害するおそれがあることにかんがみ、その是正が積極的に図られなければならない。
  In forming an advanced information and telecommunications network society, positive action shall be taken to reduce the disparity in the opportunities for using information and telecommunications technologies and in the ability to use them derived from geographical constraints, age, physical circumstances and other elements in consideration of the possibility that the disparity may severely hamper orderly and integrated formation of the advanced information and telecommunications network society.
第九条　（社会経済構造の変化に伴う新たな課題への対応）
Article 9 (Dealing with New Problems Arising from the Changes in Socio-Economic Structures)
　高度情報通信ネットワーク社会の形成に当たっては、情報通信技術の活用により生ずる社会経済構造の変化に伴う雇用その他の分野における各般の新たな課題について、適確かつ積極的に対応しなければならない。
  In forming an advanced information and telecommunications network society, action shall be taken to appropriately and positively address any new issues in employment or other fields arising from changes in socio-economic structures as a result of the use of information and telecommunications technologies.
第十条　（国及び地方公共団体の責務）
Article 10 (Responsibilities of the Government of Japan and Local Public Entities)
　国は、第三条から前条までに定める高度情報通信ネットワーク社会の形成についての基本理念（以下「基本理念」という。）にのっとり、高度情報通信ネットワーク社会の形成に関する施策を策定し、及び実施する責務を有する。
  The Government of Japan shall be responsible for developing and executing strategies for the formation of an advanced information and telecommunications network society in accordance with the basic principles on formation of the advanced information and telecommunications network society prescribed in Articles 3 to 9 (hereinafter referred to as "the Basic Principles").
第十一条
Article 11
　地方公共団体は、基本理念にのっとり、高度情報通信ネットワーク社会の形成に関し、国との適切な役割分担を踏まえて、その地方公共団体の区域の特性を生かした自主的な施策を策定し、及び実施する責務を有する。
  Local public entities shall be responsible for developing and executing autonomous strategies for the formation of an advanced information and telecommunications network society that reflect the distinctive features of their own areas in accordance with the Basic Principles and on the basis of an appropriate division of roles with the Government of Japan.
第十二条
Article 12
　国及び地方公共団体は、高度情報通信ネットワーク社会の形成に関する施策が迅速かつ重点的に実施されるよう、相互に連携を図らなければならない。
  The Government of Japan and local public entities shall cooperate to ensure that the strategies for the formation an advanced information and telecommunications network society are swiftly and thoroughly executed.
第十三条　（法制上の措置等）
Article 13 (Legislative Measures, etc.)
　政府は、高度情報通信ネットワーク社会の形成に関する施策を実施するため必要な法制上又は財政上の措置その他の措置を講じなければならない。
  The Government shall implement legislative, financial and other measures necessary to execute strategies to form an advanced information and telecommunications network society.
第十四条　（統計等の作成及び公表）
Article 14 (Preparation and Publication of Statistical and Other Materials)
　政府は、高度情報通信ネットワーク社会に関する統計その他の高度情報通信ネットワーク社会の形成に資する資料を作成し、インターネットの利用その他適切な方法により随時公表しなければならない。
  The Government shall prepare statistics on the advanced information and telecommunications network society and other materials helpful to the formation of such a society and release them with the use of the Internet or in any other appropriate manner as needed.
第十五条　（国民の理解を深めるための措置）
Article 15 (Measures for Deepening the Understanding of Citizens)
　政府は、広報活動等を通じて、高度情報通信ネットワーク社会の形成に関する国民の理解を深めるよう必要な措置を講ずるものとする。
  The Government shall take necessary measures to enhance citizens' understanding on the formation of an advanced information and telecommunications network society by means of publicity and other activities.

      Chapter II Basic Policy on Development of Strategies
第十六条　（高度情報通信ネットワークの一層の拡充等の一体的な推進）
Article 16 (Integrated Promotion of Advanced Information and Telecommunications Networks Including Their Continued Expansion)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、高度情報通信ネットワークの一層の拡充、高度情報通信ネットワークを通じて提供される文字、音声、映像その他の情報の充実及び情報通信技術の活用のために必要な能力の習得が不可欠であり、かつ、相互に密接な関連を有することにかんがみ、これらが一体的に推進されなければならない。
  In developing strategies to form an advanced information and telecommunications network society, consideration shall be given to areas where it is essential to continuously expand advanced information and telecommunications networks, to enrich text, audio, visual and other information provided on such networks and to acquire the skills necessary to use information and telecommunications technologies so that that they are closely linked with one another. The strategies developed shall ensure that these objectives are pursued in an integrated manner.
第十七条　（世界最高水準の高度情報通信ネットワークの形成）
Article 17 (Formation of World-Class Advanced Information and Telecommunications Networks)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、広く国民が低廉な料金で利用することができる世界最高水準の高度情報通信ネットワークの形成を促進するため、事業者間の公正な競争の促進その他の必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall promote fair competition among business operators and ensure that other necessary action is taken to promote the formation of world-class, advanced information and telecommunications networks that are widely available to the citizens at low prices.
第十八条　（教育及び学習の振興並びに人材の育成）
Article 18 (Promotion of Education and Learning and Human Resource Development)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、すべての国民が情報通信技術を活用することができるようにするための教育及び学習を振興するとともに、高度情報通信ネットワーク社会の発展を担う専門的な知識又は技術を有する創造的な人材を育成するために必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall promote education and learning for enabling every citizen to use information and telecommunications technologies and shall ensure that the necessary action is taken to develop creative human resources with the technical knowledge and skills required to play leading roles in the development of the advanced information and telecommunications network society.
第十九条　（電子商取引等の促進）
Article 19 (Promotion of Electronic Commerce, etc.)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、規制の見直し、新たな準則の整備、知的財産権の適正な保護及び利用、消費者の保護その他の電子商取引等の促進を図るために必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall ensure that the necessary action is taken to promote electronic commerce, etc., including regulatory amendments, the development of new rules, appropriate protection and use of intellectual property rights and consumer protection.
第二十条　（行政の情報化）
Article 20 (Informatization of Administration)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、国民の利便性の向上を図るとともに、行政運営の簡素化、効率化及び透明性の向上に資するため、国及び地方公共団体の事務におけるインターネットその他の高度情報通信ネットワークの利用の拡大等行政の情報化を積極的に推進するために必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall ensure that the necessary action is taken to actively promote informatization of administration, such as increased use of the Internet and other advanced information and telecommunications networks in the administrative affairs of the Government of Japan and local public entities, in order to increase convenience for citizens and to help improve simplicity, efficiency and transparency of administrative operations.
第二十一条　（公共分野における情報通信技術の活用）
Article 21 (Application of Information and Telecommunications Technologies in the Public Sector)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、国民の利便性の向上を図るため、情報通信技術の活用による公共分野におけるサービスの多様化及び質の向上のために必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall ensure that the necessary action is taken to diversification and quality enhancement of services in the public sector with the use of information and telecommunications technologies in order to increase citizens' convenience.
第二十二条　（高度情報通信ネットワークの安全性の確保等）
Article 22 (Ensuring of Security of Advanced Information and Telecommunications Networks, etc.)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、高度情報通信ネットワークの安全性及び信頼性の確保、個人情報の保護その他国民が高度情報通信ネットワークを安心して利用することができるようにするために必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall ensure that action is taken to achieve and maintain security and reliability of advanced information and telecommunications networks, to protect personal information and other actions necessary to enable citizens to use such networks without anxiety.
第二十三条　（研究開発の推進）
Article 23 (Promotion of Research and Development)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、急速な技術の革新が、今後の高度情報通信ネットワーク社会の発展の基盤であるとともに、我が国産業の国際競争力の強化をもたらす源泉であることにかんがみ、情報通信技術について、国、地方公共団体、大学、事業者等の相互の密接な連携の下に、創造性のある研究開発が推進されるよう必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall ensure that the necessary action is taken to promote creative research and development for information and telecommunications technologies in close mutual coordination among the Government of Japan, local public entities, universities, business operators and other parties, given that rapid technological innovation is the foundation of future expansion of the advanced information and telecommunications network society and a source of reinforcement of Japan's international industrial competitiveness.
第二十四条　（国際的な協調及び貢献）
Article 24 (International Collaboration and Contribution)
　高度情報通信ネットワーク社会の形成に関する施策の策定に当たっては、高度情報通信ネットワークが世界的規模で展開していることにかんがみ、高度情報通信ネットワーク及びこれを利用した電子商取引その他の社会経済活動に関する、国際的な規格、準則等の整備に向けた取組、研究開発のための国際的な連携及び開発途上地域に対する技術協力その他の国際協力を積極的に行うために必要な措置が講じられなければならない。
  Strategies developed to form an advanced information and telecommunications network society shall ensure that the necessary action is taken to make positive efforts to develop international standards and rules, to ensure international coordination in research and development, to give technical cooperation to developing regions and to engage in other international collaboration on advanced information and telecommunications networks, their use in electronic commerce and other socio-economic activities, in light of the fact that such networks are being enlarged on a global scale.

      Chapter III Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society
第二十五条　（設置）
Article 25 (Establishment)
　高度情報通信ネットワーク社会の形成に関する施策を迅速かつ重点的に推進するため、内閣に、高度情報通信ネットワーク社会推進戦略本部（以下「本部」という。）を置く。
  The Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (hereinafter referred to as "the Headquarters") shall be established under the Cabinet for the purpose of swiftly and thoroughly pursuing strategies to form an advanced information and telecommunications network society.
第二十六条　（所掌事務）
Article 26 (Affairs under the Jurisdiction of the Headquarters)
　本部は、次に掲げる事務をつかさどる。
  The Headquarters shall engage in the following work.
　一　高度情報通信ネットワーク社会の形成に関する重点計画（以下「重点計画」という。）を作成し、及びその実施を推進すること。
  (i) Preparation and facilitation of a priority policy program to form an advanced information and telecommunications network society (hereinafter referred to as "Priority Policy Program")
　二　前号に掲げるもののほか、高度情報通信ネットワーク社会の形成に関する施策で重要なものの企画に関して審議し、及びその施策の実施を推進すること。
  (ii) In addition to what is listed in the preceding item, deliberations on planning of important strategies for the formation of an advanced information and telecommunications network society and the facilitation of such strategies
第二十七条　（組織）
Article 27 (Organization)
　本部は、高度情報通信ネットワーク社会推進戦略本部長、高度情報通信ネットワーク社会推進戦略副本部長及び高度情報通信ネットワーク社会推進戦略本部員をもって組織する。
  The Headquarters shall consist of the Director-General, the Vice Director-Generals and members of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society.
第二十八条　（高度情報通信ネットワーク社会推進戦略本部長）
Article 28 (Director-General of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society)
１　本部の長は、高度情報通信ネットワーク社会推進戦略本部長（以下「本部長」という。）とし、内閣総理大臣をもって充てる。
(1) The Prime Minister shall serve as Director-General of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (hereinafter referred to as "the Director-General").
２　本部長は、本部の事務を総括し、所部の職員を指揮監督する。
(2) The Director-General shall take overall control of the affairs of the Headquarters and shall direct and supervise relevant officials.
第二十九条　（高度情報通信ネットワーク社会推進戦略副本部長）
Article 29 (Vice Director-Generals of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society)
１　本部に、高度情報通信ネットワーク社会推進戦略副本部長（以下「副本部長」という。）を置き、国務大臣をもって充てる。
(1) The Headquarters shall set up the posts of Vice Director-Generals of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (hereinafter referred to as "Vice Director-Generals"). The Vice Director-Generals shall be appointed from among the Ministers of State.
２　副本部長は、本部長の職務を助ける。
(2) Vice Director-Generals shall provide assistance in the duties of the Director-General.
第三十条　（高度情報通信ネットワーク社会推進戦略本部員）
Article 30 (Members of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society)
１　本部に、高度情報通信ネットワーク社会推進戦略本部員（以下「本部員」という。）を置く。
(1) The Headquarters shall establish members of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (hereinafter referred to as "Members").
２　本部員は、次に掲げる者をもって充てる。
(2) The posts of Members shall be appointed from the following persons.
　一　本部長及び副本部長以外のすべての国務大臣
  (i) All Ministers of State other than the Director-General and the Vice Director-Generals
　二　高度情報通信ネットワーク社会の形成に関し優れた識見を有する者のうちから、内閣総理大臣が任命する者
  (ii) Those with distinguished insights into the formation of an advanced information and telecommunications network society who are appointed by the Prime Minister
第三十一条　（資料の提出その他の協力）
Article 31 (Submission of Materials and Other Forms of Cooperation)
１　本部は、その所掌事務を遂行するため必要があると認めるときは、関係行政機関、地方公共団体及び独立行政法人（独立行政法人通則法（平成十一年法律第百三号）第二条第一項に規定する独立行政法人をいう。）の長並びに特殊法人（法律により直接に設立された法人又は特別の法律により特別の設立行為をもって設立された法人であって、総務省設置法（平成十一年法律第九十一号）第四条第十五号の規定の適用を受けるものをいう。）の代表者に対して、資料の提出、意見の開陳、説明その他必要な協力を求めることができる。
(1) The Headquarters may request the head of any relevant administrative organ, local public entity or incorporated administrative agency (referring to any of the incorporated administrative agencies prescribed in Paragraph 1, Article 2 of the Act on General Rules for Incorporated Administrative Agency (Act No. 103 of 1999)) or the representative of any special corporation (referring to any of the corporations directly established by legislation or by special act of incorporation under special legislation which are subject to the provision of Item 15, Article 4 of the Act for Establishment of the Ministry of Internal Affairs and Communications (Act No. 91 of 1999) to submit materials, to express opinions, to give explanations and to offer other necessary cooperation if it is deemed necessary to implement the matters under its jurisdiction.
２　本部は、その所掌事務を遂行するため特に必要があると認めるときは、前項に規定する者以外の者に対しても、必要な協力を依頼することができる。
(2) The Headquarters may also request necessary cooperation from parties other than those specified in the preceding paragraph if it is deemed particularly necessary to implement the matters under its jurisdiction.
第三十二条　（事務）
Article 32 (Matters)
　本部に関する事務は、内閣官房において処理し、命を受けて内閣官房副長官補が掌理する。
  The work of the Headquarters shall be processed by the Cabinet Secretariat. An Assistant Deputy Chief Cabinet Secretary shall be appointed to control the work.

　本部に係る事項については、内閣法（昭和二十二年法律第五号）にいう主任の大臣は、内閣総理大臣とする。
  For matters concerning the Headquarters, the competent minister as stipulated in the Cabinet Act (Act No. 5 of 1947) shall be the Prime Minister.
第三十四条　（政令への委任）
Article 34 (Delegation to Cabinet Orders)
　この法律に定めるもののほか、本部に関し必要な事項は、政令で定める。
  In addition to the provisions in this Act, necessary matters concerning the Headquarters shall be stipulated by cabinet orders.
　　　第四章　高度情報通信ネットワーク社会の形成に関する重点計画
      Chapter IV Priority Policy Program on the Formation of an Advanced Information and Communications Networks Society
第三十五条
Article 35
１　本部は、この章の定めるところにより、重点計画を作成しなければならない。
(1) The Headquarters shall develop a Priority Policy Program as prescribed in this chapter.
２　重点計画は、次に掲げる事項について定めるものとする。
(2) A Priority Policy Program shall provide for the matters listed as follows.
　一　高度情報通信ネットワーク社会の形成のために政府が迅速かつ重点的に実施すべき施策に関する基本的な方針
  (i) Basic policy on swift and thorough actions to be taken by the Government to form an advanced information and telecommunications network society
　二　世界最高水準の高度情報通信ネットワークの形成の促進に関し政府が迅速かつ重点的に講ずべき施策
  (ii) Swift and thorough action to be taken by the Government to promote the formation of world-class advanced information and telecommunications networks
　三　教育及び学習の振興並びに人材の育成に関し政府が迅速かつ重点的に講ずべき施策
  (iii) Swift and thorough action to be taken by the Government to promote education and learning and on human resource development
　四　電子商取引等の促進に関し政府が迅速かつ重点的に講ずべき施策
  (iv) Swift and thorough action to be taken by the Government to promote electronic commerce, etc.
　五　行政の情報化及び公共分野における情報通信技術の活用の推進に関しが迅速かつ重点的に講ずべき施策
  (v) Swift and thorough action to be taken by the Government on the informatization of administration and to promote the application of information and telecommunications technologies in the public sector
　六　高度情報通信ネットワークの安全性及び信頼性の確保に関し政府が迅速かつ重点的に講ずべき施策
  (vi) Swift and thorough action to be taken by the Government to ensure security and reliability of advanced information and telecommunications networks
　七　前各号に定めるもののほか、高度情報通信ネットワーク社会の形成に関する施策を政府が迅速かつ重点的に推進するために必要な事項
  (vii) In addition to those prescribed in the preceding items, any other necessary action to be taken by the Government to swiftly and thoroughly promote measures to form an advanced information and telecommunications network society
３　重点計画に定める施策については、原則として、当該施策の具体的な目標及びその達成の期間を定めるものとする。
(3) Specific targets of the measures described in the Priority Policy Program, as well as the time limits for achievement of the targets, shall in principle be set.
４　本部は、第一項の規定により重点計画を作成したときは、遅滞なく、これをインターネットの利用その他適切な方法により公表しなければならない。
(4) The Headquarters shall without delay publish the Priority Policy Program, developed under the provisions of Paragraph 1, via the Internet or in any other appropriate manner.
５　本部は、適時に、第三項の規定により定める目標の達成状況を調査し、その結果をインターネットの利用その他適切な方法により公表しなければならない。
(5) The Headquarters shall investigate to what degree the targets set under the provisions of Paragraph 3 are achieved and make timely publication of its results via the Internet or in any other appropriate manner.
６　第四項の規定は、重点計画の変更について準用する。
(6) The provision of Paragraph 4 shall similarly apply to alterations to a Priority Policy Program.

      Supplementary Provisions
（施行期日）
(Effective Date)
１　この法律は、平成十三年一月六日から施行する。
(1) This Act shall come into effect as from January 6, 2001.
（検討）
(Review)
２　政府は、この法律の施行後三年以内に、この法律の施行の状況について検討を加え、その結果に基づいて必要な措置を講ずるものとする。
(2) The Government shall review the status of enforcement of this Act within three years after it comes into effect and take necessary measures in accordance with the results.
