Outline of the Act on the Promotion of Ainu Culture, and Dissemination and Enlightenment of Knowledge about Ainu Tradition, etc. (Act No. 52 of 2007) I Purpose of Legislation The purpose of this Act is, in view of the situation in which the Ainu tradition and their culture (hereinafter referred to as the "Ainu Tradition, etc."), which is the source of pride of Ainu people, are placed, , to realize a society in which the pride of Ainu people as an ethnic group is respected and thereby to contribute to the development of diverse culture of Japan by promoting the measures for the Ainu culture and dissemination and enlightenment of knowledge of the people about Ainu tradition, etc. (hereinafter referred to as the "Promotion, etc. of Ainu Culture"). II Outline of this Act 1 Definition of Ainu Culture The Ainu culture means the Ainu language, cultural assets such as music, dance, handicraft or others that have been succeeded by the Ainu and cultural assets that have derived from the above. 2 Responsibility of National Government and Local Governments (1) The national government shall endeavor to promote the measures to ensure the Promotion, etc. of Ainu Culture. (2) Local governments shall endeavor to implement the measures to ensure the Promotion, etc. of Ainu Culture according to the social condition of their area. 3 Consideration for Measures In implementing the measures to ensure the Promotion, etc. of Ainu Culture, the national government and local governments shall consider so that the voluntary intent and the pride of Ainu people as an ethnic group is respected. 4 Basic Policy The Minister of Land, Infrastructure, Transport and Tourism and the Minister of Education, Culture, Sports, Science and Technology shall provide the basic policy concerning the measures to ensure the Promotion, etc. of Ainu Culture. 5 Basic Plan Prefectures provided for in the Cabinet Order (Hokkaido is designated pursuant to the "Cabinet Order providing for the prefecture under paragraph 1 of Article 6 of the Act on the Promotion of Ainu Culture, and Dissemination and Enlightenment of Knowledge about Ainu Tradition, etc.") shall provide the basic plan concerning the measures to ensure the Promotion, etc. of Ainu Culture in accordance with the basic policy. 6 Designated Juridical Person The Minister of Land, Infrastructure, Transport and Tourism and the Minister of Education, Culture, Sports, Science and Technology may designate the only one juridical person throughout the nation that implements the business concerning the Promotion, etc. of Ainu Culture.
