Because, for at least a short period of time, it is known that the ability will produce mana, and it is known what colour the mana will be (the time period is between the choice of the colour and the payment of mana). So, Last Known Information gives us the mana. I'd be happy (happier?) to see Mana Flare only give mana if the land actually produced mana, but this may or may not happen.
