We may have to adjust this, because the Rules Team seems to think that they are different (specifically, they're only applying this duration rule to "as long as" effects, which makes much more sense). The condition hasn't ended yet, as it doesn't begin until the Licid moves onto the creature. Also, note that it says "you may play it as if it were in your hand without paying its mana cost". You don't pay its mana cost while it's in your hand.
