It's a misprint - the card should be played as having a mana cost of {1}{W}. ** IIRC means "If I Remember Correctly", or "Isn't It Really Cold", depending on the context. ** Goblin Grenade is from Fallen Empires, which is not a legal set in Extended. ** All creatures are affected by summoning sickness unless they have the Haste ability. There are no exceptions to this.
